VWA reviews new, increased, secondary, and previously denied claim paths—then shows what may be missing and what to do first.
VA combines disability ratings using the remaining efficiency of the whole person, rather than adding every percentage normally.
VA applies each additional rating to the portion of the whole person that remains efficient. That is why ratings can total more than 100% using ordinary addition without producing a 100% combined VA rating.
The next rating applies only to the remaining portion.
After all ratings are combined, VA rounds the final combined value to the nearest 10%. A value ending in 5 rounds upward.
When compensable ratings affect both arms, both legs, or qualifying paired extremities, VA may apply the bilateral factor before combining the result with other ratings.
